WTF? Bloody Hell - I ran this (supposedly) and have no idea from whence it came, why it is running, what it is doing, etc.
HHmm ... a bit of investigation with Everything (one of the BEST search programs for a PC) and I see that it is associated with the program Ashampoo Internet Accelerator 2. Heh.

How can Wakoopa dig deeper into a program and extract more information. For instance, what the hell is this?
