This app claims it can delete any file beyond undelete.
It appears in the menu list whenever you right-click the mouse on any file or folder. The downside is only up to 4MB size of file/folder that can be shredded for free version; you have to pay to delete file/folder bigger than that.
I believe it is the 'Shredder' function inside the DAP - Download Accelerator Plus app.
