What is detected is the executable sprtcmd.exe. In my case it has nothing to do with Dell, but is part of Quickfix of UPC. It is not indispensable, but at least once it has detected and repaired a connection failure (to my surprise).
This is support software that comes standard on Dell systems. I don't think it is very useful and will most likely remove it in the future.
