This is the IDE for Free Pascal, which is designed to mimic the interface of Turbo Pascal, a famous Pascal IDE from the early 1980's for MS-DOS.

Free Pascal is an open source interpretation of the Pascal programming language, which was developed by Niklaus Wirth in 1970. It compiles for many operating systems and CPU's.
