You can do something similar with the Tweak UI app by Microsoft.

(Once the setting has been changed, TweakUI doesn't have to be left running.)

It does the really great thing: you don't need to switch to application to scroll something in its window. Just point your mouse and scroll the wheel !
This program makes multi monitor use much nicer. Now I dont even think about it running until Im on a machine without it.
It's a tool that you go use and don't think much of in the beginning. But if one day the tool vanishes, you'll realize that you actually heavily depended on it.
Just to hover a mouse over a window and use the scroll wheel to scroll up/down in the aforementioned window... No need to click on it anymore, it's utter and pure bliss. I can keep typing in another window while I can continue scrolling in this one!
This should have been made standard in Windows!
KatMouse also has the ability to define a mouse button to change the application window window focus... think of this like hitting alt-tab without reaching for the keyboard.
This combined with adding scroll wheel functionality to all windows makes it a small and versatile utility.
Fantastic utility that makes possible to scroll different applications without the need to focus them.
Very useful. Just wish it had one more feature: Ability to exclude apps for the wheel button. The Wheel button override is great for some apps but it will override the built in wheel button feature on all apps, even thouse that already make good use of the wheel button like Firefox and Notepad++.
great little app
Not being able to scroll is not an issue any more; by just hovering over the window with your mouse pointer you are now able to scroll the window, even when it is in the background!
Excellent tool. About the only way to make wheel scrolling in Chrome work the same way it does in other apps.
Great little utility. You don't realize how much you need it until after you have used it for awhile.
