Microsoft Paint (formerly Paintbrush for Windows) is a simple graphics painting program that has been included with almost all versions of Microsoft Windows since its first release. It is often referred to as Paint or MS Paint. The program opens and saves files as Windows bitmap (24-bit, 256 color, 16 color, and monochrome, all with the .bmp extension), JPEG, GIF (without animation), PNG (without alpha channel), and TIFF. The program can be in color mode or two-color black-and-white, but there is no grayscale mode.

Good for pixel art, mainly because its free.
A great simple photo editor/drawing tool. Its great for sprite comics!

Super simple yet effective image editor.
And new features are added in newer versions of windows; Vista's paint can undo 10 actions as opposed to XP's, has crop and a zoom slider. It also has less crappy default colors.
The only good propose I use paint for is saving screen shoots. Hasn't changed in years. More advance windows, same old paint. You would think as the windows gets more advance so would paint?
Very easy to use, but help files are worthless. Anything beyond single-clicking takes hacking to discover. Worthless with large images (No zoom-out).
I use it to draw absolutely everything. I find any other program to be too complicated with too many features. The only thing I wish Paint had was layers, but I can usually make do without them.

Good for some quick image editing and pasting your screenshots. But I prefer Photoshop for the more serious work ;-)

I use this amazing tool constantly for making screen shots or quickly resizing or cropping images. It is king at what it does, I couldn't imagine a more simple yet powerful image editing tool. Paint .NET adds layer support, however it loses a lot of it's ease of use because of it. One of the best pieces of software to come with an OS.
This and Notepad have managed to stay simple yet powerful since Windows 95.

Mostly used it for screen shots, cropping, and simple converting (bmp, gif, jpeg).
