Not many features, but its free to upload your pics and I've never found it
to lag to be honest with you. It's easy to use and an effective way of uploading
and storing your pictures so I can't say I have a beef with it.
I love Photobucket. For personal pics Flickr may be king, but for everything
else PhotoBucket takes the crown. Great for hosting wallpapers, screenshots, and
avatars.
I love the new image uploader. The site seems to work way better than when I
had previously used it 8 months or so ago. It is pretty cluttered looking though
and is hard to use if you aren't familiar with it.
Photobucket often performs very slowly and is constantly updating some
poinless thing on their site to make it look a little nicer. I just want to host
my images.
It was once an easy no fuss way to plop your pictures online, but in what I
imagine was a struggle to keep up with competing image hosting sites they've
just managed to make something that is clumsy and inferior.
I hear that the alternatives are better but i've had my Photobucket account for about 4 years now and I haven't had any problems yet.
I prefer flickr/picasa for ease of uploading, but this site is an alternative.

Nice way to upload and share photos. Can be used to host avatars and user backgrounds.
It's Nice
Just there
Lags when the photos in your account start to build up..
It works, more popular than some image sites. I find it lacking in features and a bit ugly.
