This is Apple's crash/hang reporting application, launched when a graphical application (or command line utility, if the right preference is set in CrashReporterPrefs) crashes and you choose to "Report..." the problem to Apple. It comes with Mac OS X, I think as of version 10.4 and later.

this app helps developers to improve their apps
I wonder how much this app is contributing to the quality of the Mac OS X. But I've never reported... If I'm loyal, I have to spend all day with this app. Sigh.
