This is Sybase Central, It's a database management utility for sybase ASE. You can use it to create and alter databases and run interactive sql commands too. It's alot nicer than looking up every command on the isql command line for designing especially. It saves me time at work for sure. It's very similar to Enterprise manager for ms sql server.
