Universal Content Launcher will run any Steam game free and offline as long as it can find the steam files (.gcf and .ncf files)
UCL will not work online, but will load offline playable games (Half-Life 2, Garry's Mod ect) in about 1/3 of the time steam would take (it has its own way of mounting the directory into ram to load faster, the downside is it can use up to 1.5gb ram (changeable within UCL))
