Universal Content Launcher will run any Steam game free and offline as long as it can find the steam files (.gcf and .ncf files) UCL will not work online, but will load offline playable games (Half-Life 2, Garry's Mod ect) in about 1/3 of the time steam would take (it has its own way of mounting the directory into ram to load faster, the downside is it can use up to 1.5gb ram (changeable within UCL))

    @ bluEyez. It's not a crack or non-legit. it can be used for legit purposes. I use it when my internet goes down and I want to play some HL1 or something. Just because it CAN be used that way doesn't mean it has to be. That's like saying that the NetToolz package is used just for hackers.
