Windows Journal is a notetaking application, created by Microsoft and included in certain editions of Windows XP and Windows Vista. It allows the user to create and organize handwritten notes and drawings. One can simply use an ordinary computer mouse to compose a handwritten note, though the use of a graphics tablet or a Tablet PC is recommended.

    You can't really argue with "free" since its included with Windows. Its greatly of use when I want to quickly jot down notes or sketch out designs for websites when I don't have any paper. Unfortunately, all I have is a tablet, but for a Tablet PC it's probably an extremely useful application.
