Windows Security Center is a component included with Microsoft's Windows XP (as of Service Pack 2) and Windows Vista operating systems that provides users with the ability to view the status of computer security settings and services. Windows Security Center also continually monitors these security settings, and informs the user via a pop-up notification balloon if there is a problem.

One of the first things I do on a new XP/Vista installation is to disable the Security Center notification. It's a simple process and there is no reason to whine about it.
awful, dont wanna user UAC cuz it sux and this moans about it been off all the damn time
MS needs to stop defaulting to stupid stuff. Disabled this program. I run ThreatFire as the Anti-vir, No Firewall, and have automatic updates, so there is no reason to be alerted if I do not have something installed.
annoying as hell, disabled it some time ago
(for those that might not know
control panel > security center > "change the way the security center warns me" (something like that) > uncheck everything)
have fun
actually, it's not that annoying.. it's built for security. mind you, your PC could get really in danger if you won't be notified
